CB - School Superintendent
The Superintendent shall be the chief executive officer of the school system and shall have,
under the direction of the Board, general supervision of all of the public schools and of all the
personnel and various personnel departments of the school system. The Superintendent is
responsible for the management of the schools under the Board policies, and is accountable
to the Board.
The Superintendent, in his/her discretion, may delegate to other school personnel the exercise
of any powers and the discharge of any duties imposed upon the Superintendent by these
policies or by vote of the Board. The delegation of power or duty, however, shall not relieve the
Superintendent of responsibility for the action taken under such delegation.

CBE - SUPERINTENDENT’S SALARY, COMPENSATION, AND BENEFITS
The salary of the superintendent, travel allowance, additional benefits, vacation entitlement
and other leave shall be determined at the time of appointment (or reappointment) and shall
be part of the written contract.

CBI -EVALUATION OF THE SUPERINTENDENT
As a regular and scheduled activity, the Board of Directors will evaluate the performance of
the Superintendent of Schools against standards agreed to by the evaluatee and the
evaluators. The primary purpose of the evaluation will be to effect improvements in
administrative leadership.
This evaluation will be done in accordance with regulations CBI-R.

The legal authority of the Board shall be transmitted through the Superintendent along specific
paths from person to person as shown in the Board-approved organizational chart of the
district (see CC-E).
The lines of authority on the chart shall represent direction of authority and responsibility.
The Superintendent shall have the responsibility of managing the District programs,
periodically reorganizing the lines of authority, and revising the organizational chart subject to
Board approval of major changes and/or the elimination and creation of positions. The Board
expects the Superintendent to keep the administrative structure up to date with the needs for
supervision and accountability throughout the school system.

CCB - Line and Staff Relations
All personnel shall be responsible to the Board through the Superintendent.
All personnel shall refer matters requiring administrative action to the administrative officer
immediately in charge of the area. Administrative officers shall refer such matters to the next
higher authority when necessary.
All personnel shall have the right to appeal any decision made by the administrative officer,
through approved grievance procedures as defined by contract or by state law.

CE - Administrative Councils, Cabinets, and Committees
The Board authorizes the Superintendent to establish such permanent and temporary councils
and committees as he/she deems necessary for the proper administration of Board policies
and for the improvement of the total educational program.
The number, composition, and work to be done by such councils and committees shall be
defined by the Superintendent or designated representative.

CGC - SAD #22 Adult Education Programs
Through its various programs and courses for adults, the Board seeks to meet the needs of
adults of all ages who, have been unable to secure a high school diploma in a regular school
program, desire additional training to become more efficient in their chosen occupations, or
desire to acquire new learning and skills to enhance their quality of life.
At this time Adult programs in SAD #22 include:
1. GED (General Educational Development), for adults who are in need of the GED credential.
The district assists in preparing students to take the GED exam.
2. Adult Diploma Program for adults who are in need of a high school diploma. Upon
satisfactory completion of the graduation requirements as per attached EF-X-175, the student
will receive a Hampden Academy diploma signed by the “Adult Education Director.”
3. A variety of adult noncredit general courses.
4. Special workshops and seminars.
The director of adult education shall be responsible for the operation of the school system’s
adult education programs. He/she shall report to the superintendent for professional
supporting services and special programs.

CGD - State and Federal Programs’ Administration
The Title I personnel are required to comply with the following provisions:
1. Conduct an open meeting for parents of eligible students to inform parents
regarding the law and regulations for conducting a Title I (ECIA) program.
2. Offer training and provide materials and suggestions to help parents work
with their children at home.
3. Provide prompt notification that the child has been selected to participate in
the Title I program.
4. Tell parents the specific instructional objectives for their child.

5. Report to parents on the progress toward meeting instructional objectives.
6. Respond to parents’ suggestions and recommendations in a timely manner.
7. Facilitate volunteer participation by Title I parents in school activities.
8. Establish in each Title I eligible school, a parent compact with a parent
advisory team of at least 3 members.

CH - Policy Implementation
Board policies and administrative regulations are designed to produce an effective and
efficient school system. Suggestions for changes and revisions will be considered and should
be submitted to the Superintendent of Schools.
Personnel are responsible for implementing policies and regulations. Continuous disregard for
Board policy and regulation may be interpreted as willful neglect of duty and may constitute
grounds for dismissal.

CHA - Development of Regulations
The Superintendent shall specify required actions and design operational protocol which shall
govern the schools. These detailed arrangements shall constitute the administrative
regulations governing the schools. They shall be in written form and organized by subject or
date with adequate indexing for easy use. Every school and every member of the Board of
Directors shall receive a copy. The regulations must be consistent with the policies of the
Board.
The Board shall formulate and adopt regulations when specific state law requires board
adoption. The Board may also formulate and adopt regulations when the Superintendent or
Policy Committee recommends formal adoption.

CHB - Board Review of Regulations
The Superintendent shall prepare and disseminate regulations necessary to implement Board
policy and shall review them periodically to determine their effectiveness in carrying out
policies.
The Board through its Policy Committee shall review any and all regulations and may suggest
or direct that certain regulations be added, modified, or deleted.

The Superintendent shall preserve and make accessible the policies adopted by the Board
and the regulations needed to put them into effect.

CHCA - Handbooks and Directives
District administrators and principals shall annually issue staff and student handbooks in order
that Board policies, regulations, rules, and procedures may be known by all persons affected
by them. The contents of all handbooks shall conform with district-wide policies and
regulations and shall be approved by the Superintendent prior to publication. All handbooks
published shall be made available to the Board for informational purposes. The
Superintendent shall use his/her judgment as to whether a specific handbook needs approval
by the Board.

In cases where action must be taken within the school district where the Board has provided
no guides for administrative action, the Superintendent shall have the power to act.
His or her decisions, however, shall be subject to review by action of the Board at its regular
meeting. It shall be the duty of the Superintendent to inform the Board promptly of such action
and of the need for policy.
